With reference to Mr. Read's letter of the 30th July last 122227/1913), I am directed to state that the

Board of Education have decided to recommend Mr. Hugh

Phillips Turner for appointment as Junior Assistant Master

in the Education Department of Hong Kong. Particulars of

Mr. Turner's qualifications will be found in the attached

papers. As will be seen therefrom Mr. Turner has recently

resigned the post in Singapore to which he was appointed

by the Colonial Office in 1911 on the recommendation of the

Board of Education. Mr. Turner is at present disengaged.

Mr. S.R. Moore, Headmaster of the Yanmati School,

Hong Kong, assisted the Selection Committee on the 10th

instant when the candidates were interviewed.

Should Mr. Turner not be appointed to the present

vacancy the Committee are prepared to recommend another

candidate Mr. Ralston who was also interviewed on the same

occasion and whose qualifications and experience appear

adequate to the post although they appeared to the Committee

inferior to Mr. Turner's.
